Standard Operation Guideline: 202 DAILY STAFFING, RESPONSE ASSIGNMENTS, RESPONSE READINESS, RESPONSE TYPES Subject: Taylorville Fire Department Daily Staffing and Response I. PURPOSE: With the recent increase from a three to four man assigned shift, the following serves to address changes this staffing has necessitated as well as establish a consistency throughout the fire department. II. GENERAL: The support of the City Council for the hiring of our two newest firefighters was to eliminate the first out response of one firefighter. This policy is established to honor our promise to them, as well as maintain the increased service to the community as a result of the new career staffing of 14 personnel. III. SHIFT STAFFING A. Each of the three shifts is fully staffed with four personnel. a. One Captain b. Three Firefighters B. Minimum service credential staffing for any one of the three shifts a. Three personnel i. Captain or a member off the most recent Captain Promotional List (SOIC – Shift Officer In Charge) ii. Two EMT BD or I Certified Personnel – Firefighter Rank 1. Which ever shift FF Hafliger is permanently assigned will maintain a minimum staffing of one firefighter and one EMT BD or I certified personnel. C. Callback Staffing a. A staffing callback is to satisfy two departmental needs and responsibilities i. Number of personnel on shift ii. Shift service criteria b. All shifts will maintain one Captain or a member off the most recent Captain Promotional List (SOIC – Shift Officer In Charge) c. Two EMT BD or I Certified Personnel – Firefighter Rank 1. Which ever shift FF Hafliger is permanently assigned, the callbackwill not result in a shift staffing greater than 3 personnel d. A Firefighter may be offered SOIC with approval of Assistant Chief or Fire Chief. e. Exemptions identified under shift riding positions of this SOG are not to apply when considering callback staffing. D. Trading Time a. The approval of trading time may be influenced by departmental activities, and shift staffing requirements b. Trading must have approval from the SOIC on which the trade is occurring c. Trading of time will not lower minimum staffing or service criteria established under III. B. of this SOG IV. SHIFT RIDING POSITIONS A. Rig riding positions will be assigned by the SOIC a. SOIC should consider personnel skills when assigning rig positions b. SOIC will rotate firefighter riding positions between personnel on no less than a monthly basis. This will minimize the risk of a shift member being locked in a position for an extended period of time that may impact his once developed talents of the other riding positions. c. If a SOIC is not able to rotate the firefighter assigned rig positions, such circumstance may cause justification to reassign personnel to different shifts. 2 B. Rig riding positions may be determined by the ranking officers, Assistant Chief or Chief C. The SOIC or the person responsible for the responding rig will ride in the Officer Seat, passenger side of the cab. a. Person assigned to driving a rig is responsible for ensuring rig response readiness with the morning daily checks. i. Morning daily checks will be completed by 8:00 AM b. Driver of an Engine will be the initial on scene pump operator c. All crew members will check the SCBA they would be expecting to use during their shift. D. Portable Radios a. Personnel reporting to duty will retrieve a charged portable radio from the rack each morning. b. Personnel will return their respective portable radio to the charging rack prior to leaving each day. E. All members, reporting to duty and available for response, will remove gear from the rack and place on the apparatus floor near their assigned rig(s) a. All members on duty are expected to be ready to respond. Whenever Christian County 911 tones us more than once for the same call, the SOIC will attach written documentation, to the run report, explaining the circumstance behind the 911 double page. b. Acknowledging the 911 page prior to leaving the station may continue to be practice. A radioed response, indicating you are in the rig and leaving station, will be expected within 90 seconds of the acknowledgement. F. With exception to the driver, members responding to a possible structure fire, vehicle fire, or respiratory risk environment, will attempt to have their respective SCBA strapped to their back before scene arrival. G. All personnel will wear seat belts a. Rig driver will ensure are riders are seat belted in prior to moving rig. H. Personnel will not ride tail board at any time I. Mutual Aid Response a. On duty shift personnel are expected to make the initial response b. Off duty personnel and volunteer members report to the station. c. Two personnel must be available and left in station prior to the mutual aid response. i. Personnel remaining in station hold “In Station Personnel Responsibilities To The On-Scene Command System” TFD SOG 200 COMMAND PROCEDURES XII d. The resource request for mutual aid will vary. It will be the SOIC responsibility to determine the appropriate rigs or resources available to satisfy the request. i. Not every mutual aid request to help with a fire would require an engine and a tanker ii. Not every mutual aid request to help with a vehicle accident would require an engine and the squad e. The following should be used as a standard guide whenever responding with the indicated rigs. Number and rank of responding personnel VS type of rig responding. L. LEAVING STATION – NONEMERGENCY RESPONSE A. Shift Officer In Charge is expected to remain in station. B. It is expected that the crew response integrity be maintained wherever it becomes necessary to leave the station IE: fuel, inspections, store, etc. V. TYPE OF RESPONSE A. General: Lights and Sirens. a. All 911 Emergency dispatches. IE: Structure Fires, EMS, Vehicle Accidents, Field Fires, etc. B. Still: No Lights or Sirens flow with traffic a. All non-emergency calls.
