TAYLORVILLE FIRE DEPARTMENT

WATER PATROL

 I. Mission:

 The goal of TFD Water Patrol is to support a quicker, initial EMS and incipient fire response on water or areas accessible from water’s edge. Though there may be circumstances whereby TFD Water Patrol does not require a TFD station response or call back personnel, it’s primary goal is to reduce the response time of trained, equipped, personnel on and in the immediate area of Lake Taylorville. The mission does not encompass law enforcement duties. The Water Patrol response rig will be the Taylorville Fire Department Pontoon Boat, henceforth labeled, TFD Marine 1.

 II. Patrol Schedule:

 1] Patrol may be any combination of hours beginning at 12:00 PM and ending at Midnight.

 

Target Schedule:

Friday: Noon – Midnight

Saturday: Noon – Midnight

Sunday: Noon – 8:00 PM

2] Marine 1 will be docked at the lake (April 15 – October 15)

 III. Patrol Activities:

 

1] Notify 911 Dispatch and TFD Station when Marine 1 is being launched and at the end of patrol.

2] Patrol the entire lake with a focus on the higher populated areas on water or shore.

3] Patrol members are encouraged to visit with the public, however, Marine 1 will not dock nor will the staff move to shore for any reason other than a response, brief public education activity, or return to Marina docking.

4] Marine 1 and staff will not dock or move to shore at any location where alcohol is suspected or present, other than for a documented TFD response.

5] No Fishing, No Recreational Swimming, No Horse Play, No Cooking, No Loud Music.

 IV. Documentation:

 

1] Personnel will complete run reports for all service provided via the TFD Water Patrol. Proper run numbering will have to be coordinated with TFD Station OIC.

2] OIC will complete TFD Water Patrol Inspection Checklist at the beginning and end of duty.

3] OIC will complete TFD Water Patrol Inspection Checklist whenever there is a change in TFD crew personnel

4] Marine 1 OIC will return all reports to the TFD Station OIC immediately following patrol activities.

5] TFD Shift OIC will be responsible for entering NFIR documentation into the Department PC records

 V. General Equipment:

 

1] TFD Pontoon Boat. Extinguishers (1-Indian Pump Can Filled, 4 10#-Dry Chem.), EMS Bag, Hand Lights, Full Spine Board, Portable Radio (2), TFD Forms plus extra paper and pens. Map of Lake, Binoculars, Trash Bags, Bio Bags, Ice and Bottled Water

2] Ice will be provided by the Lake Department

 VI. Marine 1 / Response Equipment Maintenance:

 

1] Personnel will obtain two, fully charged, radios from station prior to going on Patrol

2] Fuel will be provided by the Lake Department, proper paper work must be completed.

3] Fuel will be topped off at the beginning of each duty, again before Lake Department pumps close for the day, and as needed during the day.

4] Personnel will complete the “TFD Water Patrol Inspection Checklist” (Start / Finish Columns) prior to and following each patrol deployment. This form will also be completed whenever there is a change with any crew staffing.

5] Personnel will return equipment to station.

 VII. Uniform:

 

1] TFD White T-shirt. (Shirt will be exactly like the duty blue T-shirt except blue lettering on white shirt)

2] TFD Cap Optional

3] TFD Duty Pants with Duty Boot or TFD Navy Blue Shorts, black socks with Duty Boot

 VIII. Marine 1 Staffing:

 

1] Personnel must have departmental approval from Chief or Asst. Chief, for TFD Water Patrol duty.

2] Minimum staffing of two personnel. (A List of these personnel will be posted)

                        Skill Level:

Approved to Drive Boat (1 of the two personnel, and may not be the only EMT)

                                    EMT (1 of the two personnel)

                                    Swimmer (2 of the two personnel)

Career/Volunteer Officer (1 of the two personnel will be from the career ranks, or may be a Volunteer Officer meeting minimum skill level)

3] Maximum staffing of 4 personnel.

Skill Level:

Approved to Drive Boat (1 of the four personnel)

                                    EMT (1 of the four personnel)

                                    Swimmer (2) All non-swimmer personnel are required to wear PFD at all times.

Career/Volunteer Officer (1 of the two personnel will be from the career ranks, or may be a Volunteer Officer meeting minimum skill level)

 

4] Patrol availability will be on a voluntary basis. A sign-up list will be maintained and posted by Asst. Chief Hackney. There will be specific weekends and scheduling that will compensate one career member at the OT rate, and one volunteer member at the response rate.

 

5] Non-TFD personnel are not permitted on the pontoon boat without permission of the TFD Water Patrol IC and only for response support purposes. (NO family members, or friends) Local Law Enforcement may patrol on the boat but boat command will rest with TFD IC.

 

6] Maximum capacity 8 personnel.

 VI. Compensation:

 

            1] This is a volunteer service provided by Career and Volunteer TFD Personnel.

            2] Under specific conditions members will be compensated for TFD calls.

A.     TFD Crew Dispatch to any address within our response boundaries or mutual aid.

a.       Patrol will monitor the status of the dispatch and response.

b.       If the Patrol believes additional personnel may be needed on scene or in station, patrol will return to the Marina Dock.

c.       Once Marine 1 is secured, the Patrol OIC will radio or phone TFD Station or the TFD Responding IC to report availability. In this situation, the report from the Marina will be the same as walking into our station, and communicating availability.

d.       Regular callback compensation will begin at the moment you have received confirmation of your availability.

B.     Any TFD Water Patrol response that is part of an initiated TFD Station Response, or Local Ambulance Response. Regular call back compensation will begin at the moment the response was initiated.

C.     Any time your service is required by way of a callback procedure you will be compensated at standard rates.

 VI. Safety:

 

1] All personnel will wear a PFD after 7:00 PM.

2] All non-swimmers will wear PFD at all times.

3] We will maintain our Organizational Command Structure. The ranking member on the pontoon will be the OIC, responsible for safety of all personnel and citizens, condition of TFD equipment, and activities of the duty.

4] Marine 1 staffing will follow the established TFD Command Structure.

5] Marine 1 will not deploy without the minimum staffing of one TFD EMT.

6] Marine 1 will not deploy without the minimum staffing of two TFD Swimmers.

7] There will be no recreational swimming off of Marine 1 or while on patrol.

8] There will be no cooking on Marine 1

9] There will be no horseplay on Marine 1

10] Anyone approved to ride on Marine 1 will abide by TFD rules and the letter of this SOP unless previous approval has been obtained through the Assistant Chief or Fire Chief. In any case, Marine 1 OIC maintains Command and responsibility for the fire department apparatus, equipment, and everyone onboard.

11] Dive Team training off of Marine 1 is only through pre-approval and scheduling with the Assistant Fire Chief.

12] Marine 1 and crew will abide by all applicable watercraft and Lake Department Laws and Regulations. A copy of the following will be maintained in the records storage compartment aboard Marine 1:
